They presented some obvious targets to waste rare bunker busters on. Busy entrances drawing attention to them while several spare entrances remained unused and thus unknown. Then there is the NPP of Bushehr that wasn't even targeted neither by Israel nor by America because hundreds of Russian engineers are working there. Without a regime change in Tehran Israel will continue to suffer sleepless nights, feeling the Sword of Damocles hanging above their heads.
