The land on which it sits and the bricks and mortar of the building you do not own, you do not even own a share of it. The way I understand it works in China is that you can't own the land, just lease it from the state for like 70 years (not that you can own land in any western country, we just change the word "rent" to "property tax" and make believe that we own it).
You do own the structures and anything you build on the land, and the government has to compensate you for that if the lease isn't renewed.

The public buildings where these windows have been retrofitted with these generally cannot be used for fire escape anyway, there are regulations regarding fire escapes, so it's not really an issue anyway. These are so rare though I have never actually seen one outside of a school for primary students.
