This is very common in the uk, yes. Most flats, or apartments as you say, are leasehold. This means that when you "buy the flat", you are actually just buying the right to live in the flat. The land on which it sits and the bricks and mortar of the building you do not own, you do not even own a share of it. You only have the right to reside in the building, and people spend as much on leasehold as the equivenant freehold properties. It's not like you pay 10k or something, no, you pay for a 200, 300, 400k flat, but you are only getting the right to live in it, you are not actually buying anything material. When the lease expires or you break the rules of the lease, it goes back to the freeholder, who is often the developer of the building or the local authority.

The way I understand it works in China is that you can't own the land, just lease it from the state for like 70 years (not that you can own land in any western country, we just change the word "rent" to "property tax" and make believe that we own it).
You do own the structures and anything you build on the land, and the government has to compensate you for that if the lease isn't renewed.

I know some Chinese here, and their aunts and uncles and grandparents all own apartments in down town Shanghai (prime real estate) that they've had for decades. They don't have to pay any rent or taxes on it, so they just keep them for when they go visit.

The public buildings where these windows have been retrofitted with these generally cannot be used for fire escape anyway, there are regulations regarding fire escapes, so it's not really an issue anyway. These are so rare though I have never actually seen one outside of a school for primary students.
