What if the Japanese and the Italians had a racial hierarchy as detailed and as structured as the Nazis ? Who would they consider as their "master races" in parallel as their core population ? How would they classify the rest of the ethnical groups existing in the world? What do you think?

The Japanese would definitely see themselves as the superior one. They would probably put the Chinese at the bottom and the others somewhere in the middle.
