This is easily explained that Xi and his team are all deeply traumatized by the cultural revolution, which was basically the ultra-mega-reign-of-terror version of MAGA: Pure emotions and fervor, nothing much else. Basically people killed and got killed over feelings. The modern CCP elites will never allow any of that to affect politics and want to rule purely based on materialism. This works well in China, as providing everyone with affordable food, housing, sci-fi cities with all the futuristic conveniences does indeed prevent another Tiananmen or marx forbid, another Cultural Revolution, but this really isnt working well with their foreign policy where they have to work with insane people like Muslims and Judeo-Anglos who have a messiah complex and would willingly burn down their own cities and destroy their wealth to achieve Rapture.
This isnt really just a modern CCP problem. China in the ancient past used to try to buy/bribe peace with horse nomads by giving them food and princesses - only to notice that instead of pacifying them, these nomads ate the food, raped, killed and ate the princesses and used that Chinese provided material surplus to breed more warriors to raid even more Chinese towns.
Chinese fundamentally never understand people who are driven by emotions like hate or religious fervor. The modern CCP is like that and any way of getting a bit of sense back has been prevented by the trauma of the Cultural Revolution.
