I'm sure they exist but they're far few in number, phones literally make up most internet traffic and have been that way since the late 2000s and cutting them off would kill their revenue.

There is no way to stop smart phone traffic. Any method of detecting a smart device can easily be spoofed. Even most Linux distros are being built for ARM chips and touch screens so that they can be installed on smart devices. The era of PCs is over.
