open up a history book anon... russia has quite a bit of turmoil and with that came changes in the flag. The white-blue-red one has long been the "unofficial" flag the black-yellow-white one was used shortly for the Russian Empire before the October Revolution which brought them the Red w/ Gold Hammer and Sickle / the USSR.. then when that fell apart they switched back tot he white-yellow-black (with some color changes at first).

It was the official one ever since the early 18th century. Peter I used it when he saw Dutch navy ships going around the Baltic sea unharassed and switched the colors around a bit. It's been in formal use ever since.
Whereas the black-yellow-white one was used for a few decades the latter 19th century. It barely has a history of use at all. By WW1 it was nowhere to be seen.
