The apartment (now for rent) was a normal home for atleast a mom + kid. This makes sense since many people got kicked out (if it's in the UK) to rent the apartment (mostly paki landlords)
For your education: the stuff show is a simple child lock /parental control. We had a similar one too (but horizontal). My best bet is the mom got kicked out and the lock stayed. Paki makes more money now and mutts think it's a European standard nonsense.

This is too but its on a 2-pipe system, not a 4 pipe.
That means the entire building has to be flipped from heating water to chilled water for the fancoils.
Canadas shoulder season means the nighbts are -2C and the days are 22c, with one day in april hitting 32C and then it snowed a day later. The entire building takes a long time to change over so it isnt usually done until summer.

Classes end in May so any warm spring days they need to open the windows as the cooling isnt available yet.
