Im not familiar with waffle house, is there any increased afford to serve waffles to go? If anything the opposite would make sense, to have a surcharge for people eating on the restaurant due to increased cost of cleaning dishes etc.

In my state at least they have to have added gratuity printed on the menu, idk about the delivery fee but it's usually just a flat 2 bucks here.

the server isn't serving tables getting faster money from tables so needs more incentive to go through the extra effort to prepare your to-go order which takes time to put in all the special containers they don't normally use

the other 10% is for all the special containers which cost a lot more than soap and water to clean a plate
