2 major things, rocketry and astronomy. Rocketry these days is being siphoned off to private companies, but it used to be the largest aspect of NASA. Think shuttle program, Gemini, Apollo, SLS, etc. This sector is largely unneeded these days, imo, as private companies like BO or SpaceX can front most of the R&D cost of developing a new rocket and NASA can just pay for a ride. Way way cheaper than developing their own.
Astronomy is becoming more and more relevant as time goes on, as private companies aren’t interested in doing it, just making people pay for their flight hardware. Think Hubble, JWST, SUVI, the rovers, and dozens more I don’t know off the top of my head. They put their budget into in-house design and creation of these probes, satellites, and rovers for R&D and to answer/ask more questions about the universe.

Another follow up is that ISS will be de orbited soon. It's leaking and falling apart. There is no more need for future budget outlays for ISS, also saving billions.

This will improve NASA by allowing it to instead upgrade the Deep Space network, which was shown on the 2022 Artemis test to be extremely overloaded and out of date. Given all the deep space missions ongoing, it cannot handle moon missions without serious rework.

The technology isn’t “lost.” The tools and dies and facilities that built them are gone, though, and it would cost more to recreate all of that from scratch than to build something new.
It was the same with the Saturn V. The shuttle program was originally intended to be an intermediate step to allow us to build orbital structures while NASA designed the next generation of heavy lift rockets. But budget cuts in the 70s killed that program and NASA was left with a shuttle that was forced to become an end in itself, rather than just a means to an end.
And by the time it was decided that maybe giving up our heavy lift capability was a bad idea, everything necessary to build a new Saturn V was long gone, including the engineers and techs who’d worked on the program. And at that point recreating a 60s era rocket from blueprints would have been more trouble and expense than it was worth.

There is a vast difference between being in low earth orbit, and going to the moon. The ISS is 250 miles from Earth, the moon is 238,855 miles away on average. We still have no explanation for how they supposedly got through the Van Allen Belt, nor how any of the photos could resist the stupidly extreme cold temperatures or the constant mountains of radiations.
