If I'm understanding this right, they want lenders to accept cryptocurrency as collateral when issuing loans. Or did I get that wrong? Are they telling lenders to count crypto assets when evaluating a potential borrowers net worth?

Even the old trope about corporations snatching those houses up doesn't hold. They're not dumb; they won't try and catch a falling knife. Median sale price has declined for 2.5 years. Best case scenario is prices just oscillate sideways for 20 years while everyone catches up. Worst case scenario, this thing pukes up 30% over 2 years.
