There's one problem with this imaginative scenario. Radiation exposure is nontransmissible and non contagious. This reduces perceived threat, and that reduces reason and government ability to quarantine simultaneously. Movement control vanishes. They are more cunning than your story implies. They will choose a contagion threat like before, not radiation which is not a contagion.

If they choose a contagion again it will be to actually depopulate unlike before, not a simple coronavirus flu used to restrict movement.
