Sure. Formerly colonized African countries retain the legal judicial systems which were put into place by Europeans. They could choose to get rid of such things, and replace them with homegrown solutions, but they haven't done so.

It's not curious at all. Decolonization happened around the same time as the Green Revolution which dramatically increased the food production of the third world and therefore also life expectancy. That's assuming those statistics are even accurate in the first place. When I think Idi Amin the first thing I think of isn't accurate surveying and statistical analysis.
