>>508833006 (OP)> the property tax system is unbalanced because assessment levels are artificially cappedThe left has a list of tax breaks that they routinely try to do away with. Last time, it was the estate step-up rule; which they painted as the rich stealing from the poor (it isn't). And this subject is another one of their pet peeves.
What they're talking about are states which have laws/etc which limit not only the maximum amount you can tax a home; but also how much you can increase taxes each year.
Here in Michigan, it was called the "Headlee Amendment"; and the next result is that if you own your home and stay in it; your taxes won't rise as fast as people who move from home to home over and over again. Meanwhile; by not moving, your taxes are 'capped' until you move. So, for example, I pay about $2000 per year less in taxes than my neighbor next door in a similar home who moved in 2 years ago.
The democrats HATE this tax break; not only because they see it as money they could tax but aren't allowed to.; but especially with local government, who can't raise taxes on long-time residents who refuse to move out.
They will occasionally, like now, attempt to float the idea; hoping that people aren't wise to what it's really about.
