You are right that they have agency but you need to understand the moral worldview they are coming from. In your western moral worldview, based on Greco Roman philosophy and Christianity, human being have basic rights - you dont steal or kill or rape because it violates the rights of someone else.
In other cultures, some people are like cockroaches and hurting them is no different to stomping on an insect. This is MASSIVELY true for the caste system in India and it ties into the way a lot of Indian men view women. They know they are hurting these women but morally it is like pulling the wings off an insect or something. Insects are not as important as humans and low caste women are infinitely less important than high caste men.
You are an American and you are raised with the idea that ‘All men are created equal’ - a European enlightenment idea. I had an Indian person straight up tell me that the weirdest thing about the west was ‘they see everyone as equal. It is so shocking’.
It is hard to describe. Anyway. That is my 2 cents.
