It's affordable in the sense that you can pay to live there, but you aren't generating equity and the property is nearly worthless and undermaintained because of how inefficient government oversight is. These places are poverty traps at worst, siphoning taxpayer and poorfag money into a corrupt black hole while preventing them from saving towards actually owning anything that might generate them equity.
Everywhere and every time the US has tried "affordable housing" it has failed, but socialists sweep the ensuing humanitarian disaster under the rug because it gets enough niggers off the streets to hide the problem for a few years.
The more state involvement the worse a problem tends to get, because legislature isn't built or designed to run businesses.
