"affordable housing" means the state builds, owns and maintains it.
It's affordable in the sense that you can pay to live there, but you aren't generating equity and the property is nearly worthless and undermaintained because of how inefficient government oversight is. These places are poverty traps at worst, siphoning taxpayer and poorfag money into a corrupt black hole while preventing them from saving towards actually owning anything that might generate them equity.
Everywhere and every time the US has tried "affordable housing" it has failed, but socialists sweep the ensuing humanitarian disaster under the rug because it gets enough niggers off the streets to hide the problem for a few years.

The more state involvement the worse a problem tends to get, because legislature isn't built or designed to run businesses.

Imo the rent freeze and city-owned grocery stores are the most problematic parts of his program. Freezing the rent is a bad way of lowering prices in general (less rentability -> less housing unit built etc). City owned grocery stores just seem counter intuitive to the idea of helping small businesses which he seemed fond off.

Affordable housing programs typically subsidize new construction with low interest loans and mandate a set percentage of units (around 10%) to be "affordable," which can be as expensive as $3200 for one bedroom, for 20 to 30 years. This is true I've lived in a city that had rent control for all rentals. Meaning it could rise, but only like 2% a year or something. Getting an apartment was very difficult. Conditions and maintenance weren't as bad as I expected, but at the same time, everything in the common areas was kind of old and worn out.
