When you are dealing with incentive based labor the price of the product is steady when it is not elective.

So your shoes, the laborer gets 10% but you will pay that regardless.

And now we get into what is elective incentive based, maybe that is what you have a problem with, it introduces shame and therefore conflict into the situation. Which to many non-whites (the majority of the world) is a non-issue.

And many companies do have that policy. The issue is that the consumer is not thinking about shipping costs + the price of the product, and if that is not level across the market, they will assume one website is better than the other to buy from, regardless of total cost. I think you could have legislation to solve this. But it would have to be globally adopted and across marketplaces.
