Japan doesn't have an offensive military and is occupied by American forces. You can just add the bases to America and make it the same. But I want to double verify if Japan has mandatory enlistment all Koreans like 18-20 go off and serve for like a year or something.
18-28 required for 18-21 months.

They do have to serve but not necessarily in the army, many conscripts work in civilian jobs instead.
