The argument that, "If we force the rich to pay taxes they'll leave" is just a straight-up admission we're comfortable letting the wealthy act as parasites before we feel held hostage by them. In reality though, where are they gonna go? Some tax haven in the Bermudas might be nice but the ultra-wealthy don't want to spend the rest of their days surrounded by browns either. They're still firsties. It's all a bluff.
