He makes a very weird case, nobody claimed there are no public toilets in cities in India. But even in his video he shows a small slum and they all share 1 public toilet facility on the other side of the road and 1 single toilet at some guy's store. Of course people will relieve themselves in the street or in some corner if you have to walk 300 meter through the narrow alleyways of a slum to reach a toilet every time you have to go.
And we aren't in a rural place either, he is on a major street with several temples and public buildings around and he acts like that's the last place that would invest in public facilities, when the opposite is true.
