Haiti was a french slave colony. The blacks aren't native to it, they were all imported from Africa to work plantations there, because the climate was ideal for a lot of high-demand agricultural products that are more difficult to grow in Europe. Namely Cotton, which is seasonal in France but can be grown year-round in Haiti.
Under Napoleon, treatment of the slaves in Haiti became so bad that they revolted, won the fight and became independent. France, embittered by the humiliation isolated the island with its navy and pressured other European nations to not engage it. The defeated and fleeing french basically destroyed the island on their way out, razing whatever they couldn't evacuate. Left with no infrastructure and no ability to trade with the outside world on a tiny Atlantic island that couldn't produce most essential resources, Haiti was basically besieged for almost 200 years, until the US under the Monroe Doctrine told France if they didn't fuck off they would get their shit kicked in. However, it wouldn't be until after WW2 that European countries would actually be open to trading with Haiti.
Naturally centuries of siege and food shortages on an island labour camp led to political turmoil in the revolutionary government, which it has struggled to stabilize since the 50s.
If you had to summarize why Haiti is the way it is the quickest answer would be "because the french are sore losers"
