Police are now used as a private army for those who know how to manipulate the system. They're out in the streets harassing mostly law abiding citizens on minor infractions instead of chasing the major criminals because the major criminals have financial influence over the political institutions.
Police officers are generally good people, you have to be to put your life on the line to protect and serve your people. They sign up believing they are going to be the good guys, helping those in need and protecting peaceful people from those who would do them harm. Rounding up thieves, murderers and all lawbreakers, keeping them away from the helpless. In practice they're a paramilitary force oppressing the population that needs them the most. It might take a few years on the force to come to this realization, because a lifetime of propaganda starting in early childhood tells us that the role of police is an honorable protector and upholder of the law. If only it was this way. By the time most people come to the realization that what police are supposed to be and what they are completely contradict, it's too late and their entire lives are embedded in a system where they'll become destitute for any kind of dissension. At that point they're hostages keeping the other hostages in line.
