The amount of data available in domestic devices and their connections has always been massive. Even back in the mid 20th century, there were ways to network your house through your electricity grid with remote controlled lights and such. The government has always had access to much more advanced tools than the public, so they've probably been able to pinpoint exactly where you are through the mains hum or some shit for decades.
