Asteroid mining isn't for bringing it back down to Earth, if's for collecting materials to build an interplanetary ship in high-Earth orbit because it takes much less fuel to travel from an asteroid to an orbital 'drydock' than it does to get it off the Earth and upward into orbit.
The only thing you'd actually grab from an asteroid to retrieve would be minerals for which a hundred tons or so would completely wreck the global market, like Rhodium (of which only ~30 tons are mine globally per year).

Standing militaries are expensive. The US is interventionist because using its military creates real demand that justifies the extensive and complex supply chains that help keep it war-ready, in addition to providing combat experience for commanders and soldiers necessary to remain competitive. Asteroid mining is unfeasible because of the costs involved with reaching the materials, extracting them, processing them and sending them back to be used. The US has more than enough of most resources within its own geology and much remains unexploited because of the economics of extraction don't make it a profitable venture, not because they're being nice to their neighbours.

Nobody is making or enforcing territorial claims in space because there is nothing in space presently worth claiming.

The US engages the rest of the world because it benefits the US to do so. It needs things it can't produce domestically, wants markets for its goods and needs allies so it isn't shouldering the burden of keeping autocracies from monopolizing the world's resources and turning them against it.
