Not all violence is due to drugs. Drugs have become just a tiny component in the dynamics of violence.

It's a hodgepodge of many reasons and it depends on the region, which cartel is involved, who they target, etc.
Often times it comes down to pure stupidity there was a case of some cartel boss' henchmen accidentally killing the son of their own boss (allegedly they mistook him and his bodyguards for another criminal group). Other times they kidnap a guy that fits the description of someone they are looking for or they get bad intel.
In general the cartel don't have a reason to fuck with regular people, it's low level thugs that are the most dangerous to us.

The previous administration didn't actively fight the narco with law enforcement but chose to employ welfare policies to try to diminish the need for the poor to join the cartels. This in turn, allowed the narco to consolidate their hegemony and to diversify unimpeded into human trafficking, and other ventures other than fent. Now Donald puts pressure on the new presidenta to enforce the law, but the government forces are out manned and outgunned. That's how I perceived things. It's also pretty rainy today and flooded.
