Giulliani was already mayor when 9/11 happened. His popularity (both in NYC and nationally) skyrocketed as a result of him being mayor during all that.

Why was he already the mayor of NYC in the first place? You say the city doesn't elect Republicans but him having been mayor proves that is false. If he could be elected then there is a chance (even if unlikely) that Sliwa could be elected too. Especially if it comes down to him being the only alternative to keeping a polarizing and controversial candidate like Mamdani out of office.
