This causes you to start losing faith in your fellow man and creates an overall sense of nihilism and despair. It doesn't matter if the auto jobs come back. It doesn't matter if all of those empty lots are replaced by adequate housing. It's the CULTURE of Detroit that needs to change before anything will be fixed.

Get rid of the graffiti and replace it with socialist realist murals glorifying industrial workers. Get rid of hip hop and techno and get Detroit's children learning CLASSICAL music like they do in China, and have public classical music concerts like they did in the Soviet Union. Rebuild all the beautiful old buildings again.

It seems like a cruel response, but I think what Frederick Douglas prescribed is the long term answer. A man will never learn to walk on his own if he is constantly being carried around on others' backs. All disproportionate incentives should be removed, which is to say blacks should not be favored in any matter, regardless of what that is. Education, employment, income supplements and anything else. This alone will go a long way toward solving the issue. Introduce some selection criteria into their environment that favors the long-term thinkers and those who are motivated to succeed, and disincentivises the indolent.

Really, there are two approaches. The fact is that most niggerish behavior comes from a cyclical impoverished environment that breeds and rewards the behavior with very little consequences.

1. As others have suggested, remove support and add pressures that make being civilized a matter of life or death. Not only that but you have to reward the civilized ones and assure that others can see their behavior has produced better outcomes.

2. Nigger bootcamp. Essentially relocate the young in these areas to a year round campus that is run like a bootcamp to instill good principles by force. The idea is to get them out of these environments at a very young age so that they don't know niggerism and instead know strict behavioral discipline and hard work from the jump.
