Depends on how you define "rights"
If you belief rights are privileges granted by the state, then yes, they can be taken away.
If you believe in natural, God-given rights, which is an idea going back many centuries, then these are not rights that can be taken away.
And the Declaration of Independence and the Constitution call our right "inalienable" and say they are natural rights of man given by the Creator.
So any abridgment of these rights is not the elimination of these rights (they are eternal and immutable) but rather amounts to a tyrannical exercise of blocking people from their natural rights.

The big secret is that Trump's administration could formally ask SCOTUS to take a 2A case and they would do it. This happens all the time with other issues and the court has always obliged. If you need proof just Google "Trump administration asks Supreme Court". In fact I'm willing to bet the only issue that has never been requested to be heard by any administration is gun rights. Why is that do you think? Why has nobody in the media ever mentioned this path forward?
