It's the temp taken when the bulb of the thermometer is wrapped in a wet cloth. It's usually much lower than the dry bulb temperature because water evaporates and cools the bulb. If the relative humidity is 100%, the water can't evaporate because the air is saturated and so the wet bulb temp = the dry bulb temp
It matters because humans cool themselves through sweat. If your sweat no longer cools you, i.e. high relative humidity, then you can start to overheat at a much lower temperature. Think about how miserable a "wet heat" feels compared to a "dry heat"
A wet bulb temp of 88 or above can be very dangerous; 94 is definitely enough to kill someone
