I used to work at a prison and we got a new director who believes in the hug-a-thug initiatives trying the Denmark prison system on gang members and minorities. We had daily ODs, fights and assaults on staff. Admin essentially told us that if the inmates or staff don't have to go out on ambulance and they can be treated on site, they aren't reported and just dealt with. The director will go in public and claim drug use, and assaults on staff and inmates are down to record numbers and his policies are working miracles. Thankfully these animals have taken this new found freedom to follow through on previous hits and are killing each other at rates not seen since the 80s-90s. He's having a hard time hide those but just fires the wardens instead.

It's a combination of factors:
Attempted murders are more survivable. After 2001 and the GWOT started, everyone got a lot better at treating gunshot wounds and stabbings. Plus, you know, everybody's got a cell phone to call 911 right away.
They were up during COVID/BLM and they've fallen since then. If you cherry pick what you're comparing to, it's easy to get whatever result you want.
Boomers were the most violent generation and they're now largely too old to do much murdering even though they are no less impulsive and psychotic.
Guns rights have dramatically improved and guns are now much more commonly in the hands of regular law-abiding people and so bad guys get shot (counted as justifiable homicide) instead of good people, a lot more often.

Between him and Kohberger, they've quietly tipped their hand and it's pretty apparent that they've got total information surveillance in place already.
They simply don't apply it to nigger/spic crime. If that was one nigger shooting another, they'd let it go. Not enough headlines to make them look bad for not finding the culprit.

They'll cross reference every plate caught at every intersection against every phone at every tower. And if you think leaving your car behind, or leaving your phone behind will give you anonymity, it won't. It'll simply put a huge red flag on you, so they'll know you're their guy by the simple fact that you've made an effort to be unidentifiable.

Then all they have to do is follow your every footstep until you pass a camera, or until you get to a car.
If they can't do that, they'll run a scan for anybody whose cellphone use deviated from the norm by more than 20%. That'll give them a list of people who left their phone sitting during the time of the crime.
Using that data they'll slowly narrow it down.

I worked at a place where we had many millions of users in our database. I remember we got hacked one day, and even though they made efforts to conceal themselves, I was able to use other data to establish who it was.
They hit the site using the same IP address we'd stored with their last session, probing the endpoints and testing a few possible expoits. Then a few days later, a new IP shows up hitting the same endpoints that ONLY that account had tried to hit in prior days.
Then shortly after the hack, their account showed up and 'checked' the state of the website.
All it took was thinking "hm, how did they find this endpoint?" and then analyzing logs for anyone who'd hit it before, or who hit endpoints that aren't usually hit by legitimate users.
It was like watching security footage of months prior, looking for anyone who walked by the door that was later used to enter a building. At some point you're going to get footage of the guy walking by and showing unusual attention on that door.
Now imagine these tactics, refined to a sociological level, being constantly applied at ALL times to ALL people, across physical and digital space.

Most big cities don’t prosecute minorities and migrants for various reasons. It’s a cultural thing, but that invariably leads to a lowering of those crimes.

You have to do a cross section of persecution rates to crime reports to see this in the data. And even then you need to consider population demographics because many (like illegals) don’t report a lot of crime unless it’s especially serious. Unless it’s a body in their house a lot would tend to avoid getting involved with the police for obvious reasons.
