Actual normal bills require a 2/3 majority, so 60 votes. The Senate (and House) are essentially evenly split down the middle, so unless a bill is hugely do-nothing-centrist, it's never going to pull voters from either side. GOP will never cross over on Democrat bills (actually that's not true, GOP would totally cuck for Dem bills), and Dems will NEVER vote on GOP bills.
So essentially, our current political situation in the country is that nothing can ever get done because the two sides hate each others' guts. Meaning functionally no legislation, ever. Both groups are just trying to do anything they can to delay or block the other side, instead of putting things on the floor for votes. And debate is pointless since most of Congress doesn't show up so they're not listening to anything being debated, so they're not there to be persuaded.
