First of all, a tipped worker is probably poor enough to get a full refund, so as far as the actual income tax, it doesn't matter either way. However, if it is untaxed, it does not count toward your taxable income, which means those people will get LESS MONEY from the earned income credit. Not taxing tips is a way to REDUCE benefits.
