Same reason nearly all cultures have a dog-meat Taboo. They are extremely useful animals that are worth far more than their meat.
A horse is transport. For the vast majority of all human history it was the absolutely fasted max-speed way of getting yourself or your shit around. Yeah, you can eat them, and in dire straits it was common everywhere, but you'd have to be a really stupid fuck to eat a horse if you weren't in an extreme situation.
Same with dogs. Modern dogs are mostly just companions, but there are still a lot of working breeds, and for most human history dogs were both protectors, alarm systems, deadly weapons, hunting tools, extra-sensory augmentation, etc etc.
For most human cultures eating a dog or a horse would be like a modern person eating their car or their phone.
The difference between this and pajeets with cows is that cows are livestock. Which means they're bred to eat. Wheras dogs were bred for scent abilities, taking down game animals or pests, guarding your family etc. Cows were bred to be delicious. Where horses were bred for speed or for carrying capacity / strength, cows were bred to have a lot of delicious meat. And tasty milk.
People in normal countries don't like to see dogs eaten because dogs are companion animals. They've been with humans longer than any other animal. Indians don't like to see cows eaten because they think one of their gods lives inside a cows rectum. It's an apples to oranges comparison. It's just farcical to pretend they are the same thing.
