Most of the cost of housing is land, and land isn't capital. How land is owned and distributed has absolutely nothing to do with capitalism/socialism/etc which is about how capital is owned and distributed. Of course in colloquial speech "capitalism" seems to just mean anything involving money and "socialism" seems to mean anything involving government etc, but in technical speech land (which also includes natural resources etc) and capital are different categories.
