Passenger rail is a useless item requiring more time at high speed, therefore being unable to service multiple point without sending people walking distances uncomfortable for the average american, or by drastically reducing the efficiency at which the service can cover distance.
Passenger rail is a way to make extra money on your rail lines, but shipping goods is the only real utility a rail line brings to the populace.

Which is easily offset by several thousand fucking trucks, and the ready accessibility of an 8 ball.
