Graffiti "artists" are basically impossible to catch especially in large cities because they can target anything at any given time. I did it a few times in my teens, never felt like you could catch me. The crime takes 60s to execute at any time. As long as you dispose of the evidence there are little risks to get caught. Realistically, the best procedure to prevent crime is offense. So, that means that you need to train the public in how to block entry to places that are easily vandalized. Best you can do realistically is to set up a disproportionate punishment in hopes it'll scare some or most of them. Trying to catch them is pretty unreliable. Graffittis tend to be made by locals, specially the ones who are familiar with the urban scene, they usually know the police quite well and know when and where to go and can easily escape even if detected.

The problem isn't catching them. The problem is it costs more money to punish them than to let it be. I clean up graffiti in buses as part of my job. They have cameras in the buses. But we don't have as part of our routine to report graffiti to the police, we never do, we just clean it up. Style wise Europe is behind because the US and by extension Canada always had the buff, so when you compete against the buff you progress because you fight for the surface constantly. Europe never had that. In Europe graffiti fades, it doesn’t get cleaned, so they have nothing to progress from.
