The problem with this critique of democracy is that it's a strawman.
If the people are retarded you can't have a smart government regardless of whether it's a democracy or not.
This is observable in Communist countries and many dictatorships where the people in power did retarded shit.
Democracy does not claim to solve the problem of people being retarded, nobody goes around saying the best thing about democracy is that only the best people are elected.
The advantage of democracy and what makes it different from other systems is that you're able to change the government without having to fight the government.
This means that if the government is being excessively retarded you can change course, if the government does something retarded and causes a famine, in a democracy the starving people get to replace the head retard with someone who will roll back the retarded famine inducing policy.
Under a different system, the government tells you that you're not actually starving and anybody who says they're starving is seeking to undermine the country and are going to be sent to a labor camp.
