Disband public education and demolish all the schools. Give parents a small stipend they can spend on private education. It should only be for a few hours a day and cover reading, writing, and arithmetic. Probably $3K per student per year from G1-10 is sufficient (girls from G1-7, then they get married The state can offer free standardized tests and keep stats on teachers that get stipend money.

Segregate schools.
