For a minute there I thought it was a bullshit law until I remembered something from High school. There were students driving around in circles going under the school arch where everything is amplified; harassing students who stayed after to practice football, study at the library, were in detention, or got stranded waiting for parents to pick them up when they were done with the last 2. I would like to point out this arch is not decorative. The building from the 2nd story up goes across a driveway through the school grounds. They were there beeping and shouting "losers for hours every 5 minutes. I finally got fed up at the future trust fund kids, stood in front of their mommy's borrowed car, took a wooden board and partially pried off the bumper. Talking to the driver's mother was a lot more productive in stopping the abuse forever. This lady was much more reasonable than her son was. She knew about the consequences of road rage her son was inducing could have been much worse than a crooked bumper. Keep in mind this was not a one time thing they did. They done if for several days in a row doing it more and more each time. Before they did it once a week every half hour 3 or 4 times. That was somewhat tolerable.

I really wish it would be enforced as driving related and not so much on their internet activities unless it is death or rape threats. This might be a gigantic legal loophole where they are driving around bullying people and get to keep their license. But if they do it on the internet they lose their license even if they always drive responsibly, never honk obnoxiously, or go near their bullying victims while driving.
