Your suggestions are too mild and will never work here. First we need to cleanse India of demonic Hinduism which is root of lot of filth and enforce Christianity or maybe Buddhism. Second fines won't work you need to introduce mass-death penalty by torture to make people here actually be scared of laws and policies to work. Third is one child policy, there are just too many subhumans beyond comprehension. Fourth is mass-education and changing the diet which stunts brains.
