For example, if you make deliberate defecation in public a crime punishable by a fine, police will be more than willing to enforce it for quota shit and they can use the funds to build modern sewage systems. This would drastically reduce the number of deaths to dysentery that India experiences.

Your suggestions are too mild and will never work here. First we need to cleanse India of demonic Hinduism which is root of lot of filth and enforce Christianity or maybe Buddhism. Second fines won't work you need to introduce mass-death penalty by torture to make people here actually be scared of laws and policies to work. Third is one child policy, there are just too many subhumans beyond comprehension. Fourth is mass-education and changing the diet which stunts brains. Only after these are done you can BEGIN to make it a civilized country of ugly brown people. You guys have no idea how fucked up to core this country is.
