Since his faction is the minority, they don't have enough seats or votes to actually counter or stop any unified Republican push to pass something. Republicans have the majority, slim as it is, so as long as few or no Republicans vote now, they can ram through any bill they want. There is a thing called the filibuster in the Senate, where minority opposition can essentially try and talk for long enough to run out the voting clock on a bill, so long as they don't sit down or leave the podium. The House doesn't have this, but instead has a "magic minute" which is essentially the Minority party's opportunity to speak about a bill being voted on.
He can't ACCOMPLISH anything with his speaking, his hope I think is just to bloviate for like, a full 24 hours specifically so he can prevent the GOP from taking back the floor and voting on the bill today, thus preventing Trump from getting his optics show of signing it on Independence Day, tomorrow.
The problem is, the House Majority can just force a break if they want and then vote while he's still talking, or they can just wait until midnight and do their vote anyway. I don't see how he keeps speaking for another 12+ hours.
