As someone who has worked in the sector, illegal immigrants are not eligible for either. They may however be eligible for state funded programs which is typically only something equivalent to Medicaid. Nothing else.

As for other GIBS, the number is greater than 0 simply because mistakes happen. Fraudulent applicants etc. This is not a huge number tho. Remember that citizenship, permanent residency, or other qualifying legal status is required and verified during the application process for any of these benefits. People claiming that there's tons of illegals on public benefits are merely making shit up out of their personal distrust of the government or for various shilling purposes.
