Europe has plenty of passenger rail infrastructure since their car infrastructure is shit. China is a dictatorship which can spend untold billions in vanity projects without repercussion.
In America, we have the best car infrastructure in the world. It's convenient to drive to places, and you really have to for most people.
Cars are simply a better, more free, and more comfortable form of transportation than trains. And we in America, have a lot of cars.
Also you need to consider the financial aspect. Whereas there can be many millions of people who'd use a train to go from Rome to Naples, Paris to Lyon, Lisbon to Madrid, Berlin to Prague, who the fuck is going to buy a train ticket to go from Cleveland to Pittsburgh?
With very few exceptions America has no places in which a passenger train line would make any sense. Either the distance needed to be travelled is so great that planes make more sense, or it could be done easier by car.
In Europe you can travel from one city of immense historical import and unique cuisine and culture to another in a few hours.
There's only a handful of cities in America which are nearly as unique or interesting, and they're spread across the enormous continent.
Imagine if the only interesting cities in Europe were London, Berlin, Moscow, Athens, and Istanbul. There wouldn't be nearly the railroad infrastructure there is in such a reality.
