Part of India's quid pro quo in upholding-ish the wests russia sanctions is agreements that grant more visas for Indian migrants in western countries. PLUS as we've found out this also includes relief on remittance taxes. This is a huge win for Indian politicians domestically and a modest economic win also.

My theory is Modi can get all this because he has the implicit threat of allowing more Russian trade through India, as well the west needing more access to cheap Indian heavy industry.
