i would take it further, non military service as a requirement for and guarantee of participation in politics/law
with increasing restrictions on those in power with the head of any department being treated equally to the worst criminals for the duration of their appointment, minimum living conditions, and having strict financial censure, they will receive a flat lump sum at the end of their term when they are released
as well i would have a two tiered justice system that sentences active or former political leaders far far more harshly than a plebian or citizen for the same crimes
