Russia or not, still I don't see a point why anyone would want to live in any of the Baltic states. They're cold, boring, flat, the cities are mostly depressing and ugly, they have no good cuisine, no catchy music, no interesting culture, and most importantly - no sun. These conditions can be only acceptable if they're combined with extremely high salaries like in Sweden or Finland but Baltic states don't offer that either. So I think it's kinda natural that people will keep leaving this area since it's better basically everywhere else.
