The administration was called Kahal. The Bet-Din was closely attached to it as a Talmudic court. The tyrannical power of the Kahal extends to the most trivial details of life. It prescribes which business someone may or should operate. It meddles in intimate, domestic relationships, sniffs out each and every one, extinguishes all mental functions, mechanizes the independent life of its subjects. The Kahal's main focus, while sparing its own purse, is to procure funds with which Russian officials are to be bribed. The collection of such "gift money" recurs again and again. If it is necessary to prevent an action of a political or economic nature against Judaism, it stands together like one man in the Kahal, collects enormous sums of money and - is usually successful
