It's not even just that, only that what it does can be done better by other weapons or vectors. Genetic bombs are useless and we know it for several reasons:
1. It suffers from the aforementioned mutation problem that can result in it propagating worldwide as we saw with COVID, which actually already present in Europe and North America by early to mid-2019 despite official records that it only arose in China in October to November 2019, and that's if you believe the 'it came out of China narrative' to begin with. I actually have personal experience with this because I caught covid in April 2019 though I didn't know it was covid at the time, complete loss of muscle function and shortness of breath. On reddit there were posts circulating around that time from people in Ireland and the like with similar stories of a mystery flu that spread early 2019 prior to the announcement of COVID in late 2019. Maybe it was a failed attempt to inoculate the west from whoever deployed COVID 19. Anyway we all saw how that turned out.

2. It suffers from the zombie pathogen problem. If it kills acutely, then it can't spread well and vice versa.

3. It's job is better performed by other weapons. It could be used as tool in the kit, but like I said with so many downsides of potential spread and mutation it's unpredictable. It could render all women worldwide infertile for instance with one bad mutation/interaction with a host.

4. Genetic bombs were already deployed in China during the second sino-japanese war by the Japanese and subsequently in the Korean war by the US who were testing out unit 731 acquired research. This is not common knowledge, but it's something the older generations of China know and the CCP have kept meticulous records on. They were generally ineffectual towards the overall war effort. It won't work, and even in a fantasy where it does work, such a weapon would not be a bioweapon.
Because such a weapon can only end the entire world, the vector itself in this case precludes it from being useful as a precision weapon.
All that work to end up with a weapon that will only serve the same function as existing nukes, MAD doctrine of if you deploy it I deploy it etc.
And another reason why it won't work is because the leaders in bioweapon development today are US, Israel, China, Russia. So unless you deploy it in the small window right before your adversary has it might you kill a few before they nuke you and the world.

By the way, we already have an existing naturally occurring bioweapon. It's called prions. They can only be destroyed in controlled lab environments, have no cure. The only downside is that they're slow to kill but it's an inescapable doom. But even if we genetically them to kill faster, that's only going to render it less effective in terms of spread.

Bioweapons only have one use case, and that is clandestine deployment.

The whole reason Russia is fighting this war in Ukraine is because of NATO encroachment, they want a buffer zone between them and Russia because without it Russia is effectively conquered.

So long before they lose the buffer zone they'd probably turn their entire western bordered countries into radioactive zones which will turn them into buffer zones that way.
