Pilotfag here. This is common in windy areas. disrupts the air flow over the wing, and adds weight(the planes might be used for part and don't have engines), without doing damage. Plus tire are pretty free and indestructible

I work for an airline. Planes this large are not tied down like your dad's Cessna. The parking brake is set and the wheels are chocked. If the operator is expecting weather so severe it can move the aircraft (like a hurricane) then you fly that $100M aircraft somewhere else to avoid damage.

The planes in question are flight ready on the tarmac but NOT fueled, or are about to be fueled. In order to keep stress off the airframe and simulate wing-loading during flight, Russians put tires on the wings to keep them toward a hanging state as though they were full of fuel. Most of the fuel is kept in the wings. Lift generated by weather on unloaded wings and other stresses will age the airframe.
