What they almost universally fail to comprehend is that even those staffers can't just throw this together based on some rough ideas, or "concepts of a plan" that he would be forming before winning the election. The specific content that fills the majority of the bill would come, as always, from documents that lobbyists have been preparing for years. They have the time to do that, because they don't manage any governmental entities or attend to geopolitical crises. They do nothing all day long, except form up the necessary legal verbiage to achieve the ends their billionaire masters desire whenever a favorable politician presents himself.
That is where the majority of the content in this bill came from, and even if trump were not even remotely as dumb as "faggot leftists" want to think, nor as subservient to capital as "extremist incels" fear, he would not be able to produce a legally coherent document nearly a thousand pages long in the time he has had to do so since winning the election.
