No shit, look up the civilian deaths for this war. They are remarkably low considering the timeline and settlements involved. A lot of military servicemen are dying but that's not the same as civilians simply trying to live getting blown up. It benefits both states to limit civilian casualties on both sides.
Both countries also respected their gas transfer agreement until its expiry last year despite being "at war". Because war isn't about killing everyone to win, it's just a conflict no different from a trade war. The goal is to get the other government to agree to the things you're demanding, not to kill everyone.
