I don't have an explanation. That's why I made the thread posing the question. I'm just saying that you don't see "bombing" anymore because non-stealth planes can't fly over targets without getting shot down, but ballistic missile attacks also seem to have become very ineffectual as well. And I wonder if this has implications for nuclear war and all the strategic considerations underlying deterrence.

They telegraph their attacks and communicate through poorly secured channels that they know will be intercepted because they don't want to kill hundreds of people. No shit, look up the civilian deaths for this war. They are remarkably low considering the timeline and settlements involved. A lot of military servicemen are dying but that's not the same as civilians simply trying to live getting blown up. It benefits both states to limit civilian casualties on both sides.
Both countries also respected their gas transfer agreement until its expiry last year despite being "at war". Because war isn't about killing everyone to win, it's just a conflict no different from a trade war. The goal is to get the other government to agree to the things you're demanding, not to kill everyone.
